<p> Of all his campaign promises, President-elect Bill Clinton
won't mind this one coming home to roost: having JUDY COLLINS
sing at his Inaugural. Although the formal invitation is not
yet in hand, the excited singer is already warming up her
bell-like tones in preparation for the event. On her song list:
Chelsea Morning, Both Sides Now and The Blizzard, about making
it through hard times. Collins, who says she hasn't been this
psyched since the Kennedy Administration, believes that she's
the perfect act for the Inaugural. Who else should be on the
bill? "Elvis would be nice," she suggests, "but you can't have
everything."
